Is there a secret to running LMS in Windows 8?

I have installed Windows 8.1 as an "upgrade" to Windows 7. Fortunately I did it on a different drive so as to maintain my Windows 7 configuration. The Win 7 configuration continues to operate as fine as ever. Other than the drive that the system boots to there is absolutely no change to any other software or hardware between Win 7 and Win 8.

With Win 8.1, LMS will not start. Control panel provides the following message:
"You don't have privileges to install or start/stop the Logitech Media Server background service.
Please start the control panel from the Windows Start Menu, via the right dick context menu, and
click Run as Administrator."
I did that and attempted to start LMS. Within a few seconds the status message changes from "The server is running" to "The server is stopped"

Below is shown the contents of the Diagnostics page:

Logitech Media Server

Port 9000 Q-rrrP): Failed
Port 9090 (CLI): Failed

Possible software conflict found

I uninstalled LMS and reinstalled the latest build of LMS 7.9 as administrator and it produced the same results.

Any suggestions would be greatly appreciated.
