Missing flac to pcm on a remote URL in convert.conf

TBH: I don't know why it isn't there. Whether it's a technical
limitation, or just forgotten (lack of need at the time). The topic has
come up before, when I enabled FLAC streaming for Tidal. Please let me
know about your findings. It should be easy to add a custom-convert file
to enable it.
