http://127.0.0.1:9000/ not working, but 192.168.1.2:9000 is. Weird?

Normally when click the systay icon, it opens the web UI. Currently it's opening at http://127.0.0.1:9000/ and fails with "connection was reset".
But 192.168.1.2:9000 does work when I type that in manually.
Why might one work and not the other? (I'm on that same IP)
I turned the windows firewall off, but it made no difference.

Also that status page says "No status available. Server has to be running to display info" (but it is running - I'm listening to it....)
